Spending so much time following the Pee-Pee? the influence of IAAF presidents in anti-doping policies

Abstract

Researchers have explored the history of the International Olympic Committee’s (IOC) fight against doping in sport in detail. Their studies have also revealed the IOC`s strategies were heavily influenced by the respective IOC presidents, arguing that in the 1960s and 1970s amateur ideologies, and from the 1980s the commercialization of the Olympic Movement defined their approaches. In light of recent criticism on the International Association of Athletics
Federations’ (IAAF) lack of efforts against doping, it is equally important to gain an understanding of successes and failures of the biggest international sport federation´s anti-doping policies and the role of its most important individuals, the IAAF presidents. Such insights contribute to a better comprehensibility of the IAAF´s institutionalized strategies that developed as a reflection of the IAAF presidents´ interests and values towards anti-doping. Hence, by means of a hermeneutical analysis this study utilizes archival research material such as IAAF Council minutes and personal correspondences from the IAAF Archive and the Carl-und-Liselott-Diem Archive to investigate and compare the roles of
three influential IAAF presidents: David Burghley (Great Britain, in office 1946-1976), Primo Nebiolo (Italy, in office 1981-1999) and Lamine Diack (Senegal, in office 1999-2015). The paper reveals that close links to the IOC determined the IAAF presidents’ attitudes towards anti-doping and steered the federation´s policies. Burghley was guided by his attempt to protect the amateur character of athletic sport, whilst the commercial interests that started to dominate the IAAF?s policies by the mid-1980s influenced Nebiolo and Diack.
As a result, the federation lacked effective anti-doping governance structures until recent events caused the IAAF to reconsider its strategies.
