Abstract

Background: Current and future public health and health policy challenges demonstrate the need for evidence-based prevention and health promotion. However, many health-promoting measures do not fulfil evidence-based criteria as this is associated with numer-ous challenges for researchers and practitioners. Process evaluation enables the identifi-cation and resolvement of these challenges and an overall quality development. The aim of this study is to develop a prevention and health promotion measure for apprentices in the crafts sector at vocational schools. It is based on a qualitative process evaluation and derives practical recommendations to promote evidence-based conception, implementa-tion and evaluation for health promotion measures.
Method: In order to achieve the objectives, the study takes a three-step approach. First, the prevention and health promotion program #missionmacher- mach dich fit für deine Zukunft has been developed model-based by taking a blended learning approach. In the second step, the measure has been implemented in eight classes of four vocational schools in North Rhine-Westphalia in the school year 2021/22. For quality assurance and devel-opment, a process evaluation has been conducted via semi-structured interviews. 28 ap-prentices (7 women, 21 men) were interviewed in eight focus groups and six teachers (1 woman, 5 men) in expert interviews about the planning, structural, process and outcome quality of the health-promoting measure. The evaluation was based on the method of qualitative content analysis. In the third part of this study, the results have been trans-ferred by abduction.
Results: The prevention and health promotion program fulfills the criteria of the second highest evidence level according to the classification from the Federal Centre for Health Education. The results along the four quality dimensions emphasize the necessity of pro-cess evaluation for quality development in health promoting measures. Key findings sug-gest that the digital measures should be bundled in one application and integrated more strongly into the school lessons. In addition, the target group’s health awareness should be strengthened via the problem based learning approach before resources are being pro-moted. The implications for research practice were summarized in concrete practical guidelines for the evidence-based conception, implementation and evaluation along the four phases of the Public-Health-Action-Cycle. .
Conclusion: The results emphasize the relevance, challenges and potentials of evidence-based conception, implementation and evaluation of health promoting measures at voca-tional schools and highlight the need for quality development. To promote increased ev-idence, the effects of a health-promoting measure should be evaluated after it has been tested and further developed. Involved stakeholders face numerouse challenges along the four phases of the Public-Health-Action-Cycle. The developed practical guidelines sup-port them to promote evidence in prevention and health promotion.
