Abstract

“Representation of interests in sports between cooperation and conflict – the relationship of state and sport in Germany and France” The representation of societal interests between state institutions and sport federations can be executed either in a cooperative or a conflictual manner. In this context the study is dealing amongst others with the following questions:  How and when have the strategies and structures of interaction between state and sport emerged in the regarding countries?  How are the processes of coordination organized today?  How can the two systems be compared? In order to approach these questions the study develops a methodology to compare the two countries on the basis of the theories of interest representation – pluralism and neo‐corporatism. Following the approaches of Schmitter (1974), Czada (1994) and Siaroff (1999) indicators to execute the comparison are derived. Beside the coordination at national level also the regional level, precisely the German federal state North Rhine‐Westphalia and the region Nord‐Pas‐de‐Calais in France, is taken into account. This was necessary due to the fact that the main competency for sport in Germany lies at regional level. Initially the study takes a glance on the historical development of sport politics in Germany and France. Subsequently the study examines and compares the legal framework looking at the corresponding laws, statutes and bilateral agreements. A schematic comparison of the sport structures – in order to update and to refine the earlier approaches of Miège (1993) and Tokarski et al. (2001) – as well as a description of the institutional actors are carried out. The empirical part is completed by the presentation of the results of the interviews with ten high level experts from Germany and France. Within this central part of the study a closer view on the decision making and conflict management between the state institutions and the sport federations is given. Following the empirical part a broad discussion of the research findings is carried out in order to differentiate the respective sport systems on the basis of the deducted indicators.
